The event was attended by Deputy Chief Commissioner Attorney-at-Law Kapila Kalyana Perera, National Training Commissioner Colonel (Retired) Padmalal Perera, National Programme Commissioner Geeth Ramesh, International Commissioner Dr. Asanka Eriyawa, along with Assistant Chief Commissioners.
The conference was organized and conducted under the guidance of the Chief Commissioner by Assistant Chief Commissioner Sampath Kariyawasam, who is in charge of Management and Finance.
District Commissioners representing all administrative districts of the Sri Lanka Scout Association participated in the conference. In parallel with the conference, awareness was provided on the Scout Service and Public Relations Project scheduled to be implemented from August 8 to September 7, and work cards related to the project were distributed. Accordingly, Assistant District Commissioners in charge of the subject and Programme Coordinators also attended the session.
During the conference, extensive discussions were held on various approaches to conducting scouting activities in districts in a more structured and efficient manner through improved methodologies. The Chief Commissioner emphasized key points by sharing insights and guidance based on both positive and negative experiences, highlighting the unique role of the District Commissioner and its impact on the success of a district.
Furthermore, attention was given to issues related to pending registrations, renewals, and census matters in the districts. Assistant Chief Commissioner Sampath Kariyawasam shared his views on these matters, followed by further input from the Chief Commissioner. As the current Chief Commissioner has completed over six months in office, guidance and exchange of ideas were carried out based on his experiences, studies, and observations regarding District Commissioners during this period.
As per the agenda, the National Programme Commissioner addressed the gathering on matters related to his department. The International Commissioner and Co-organizing Commissioner of the upcoming 11th National Jamboree, Dr. Asanka Eriyawa, briefed the assembly on the event scheduled for January next year. In addition, information was shared regarding an educational visit to India planned for September this year for National Headquarters officials and District Commissioners.
In this manner, Assistant Chief Commissioners and Commissioners from all divisions addressed the gathering on their respective subject areas, outlining the support and contribution required from districts to ensure the success of their divisions. Discussions were also held regarding the presentation of Adult Awards, which will be led by Deputy Chief Commissioner Kapila Kalyana Perera.
ශ්රී ලංකා බාලදක්ෂ සංගමයේ 2026 වසර සඳහා වන දෙවන දිස්ත්රික් කොමසාරිස් සම්මන්ත්රණය, 2026 ජූලි 25 දින ප්රධාන කොමසාරිස්, නීතිඥ මනෝජ් නානායක්කාර මහතාගේ මූලිකත්වයෙන් ජාතික මූලස්ථාන ශ්රවණාගාරයේදී පැවැත්විණි.
ඒ සඳහා නියෝජ්ය ප්රධාන කොමසාරිස් නීතිඥ කපිල කල්යාණ පෙරේරා, ජාතික පුහුණු කිරීමේ කොමසාරිස් කර්නල් ( විශ්රාමික) පද්මලාල් පෙරේරා, ජාතික වැඩසටහන් කොමසාරිස් ගීත් රමේෂ්, ජාත්යන්තර කොමසාරිස් වෛද්ය අසංක ඒරියාව යන මහත්වරුන් ඇතුළු සහකාර ප්රධාන කොමසාරිස්වරුන් දායක වූහ.
මෙම සම්මන්ත්රණය ගරු ප්රධාන කොමසාරිස්තුමාගේ උපදෙස් මත, කළමනාකරණ හා මූල්ය අංශය භාර සහකාර ප්රධාන කොමසාරිස් සම්පත් කාරියවසම් මහතා විසින් සංවිධානය කර මෙහෙයවන ලදී.
ශ්රී ලංකා බාලදක්ෂ සංගමයේ සියලුම පරිපාලන දිස්ත්රික්ක නියෝජනය කරමින් දිසා කොමසාරිස්වරුන් මීට එක්වී සිටියහ. මෙම සම්මන්ත්රණයට සමගාමීව, එළඹෙන අගෝස්තු 8 සිට සැප්තැම්බර් 7 දක්වා ක්රියාත්මක කෙරෙන බාලදක්ෂ සේවා සහ මහජන සම්බන්ධතා ව්යාපෘතිය පිළිබඳව දැනුවත් කිරීමත්, සේවා පත්රිකා බෙදා දීමත් සිදු කෙරුණු බැවින්, ඒ සඳහා විෂය භාර සහකාර දිසා කොමසාරිස්වරුන් සහ වැඩසටහන් සම්බන්ධීකාරකවරුන්ද සහභාගී වූහ.
උසස් ක්රමවේද හරහා විධිමත් ලෙස දිස්ත්රික්කවල බාලදක්ෂ කටයුතු සිදු කරගෙන යාම පිළිබඳව නොයෙක් මුහුණුවරින් යුතුව මෙහිදී සාකච්ඡා කෙරිණි. දිසා කොමසාරිස්වරයාගේ භූමිකාවේ සුවිශේෂී බව සහ එමඟින් දිස්ත්රික්කයේ සාර්ථකත්වයට ඇති කරන බලපෑම පිළිබඳව, පවතින සෘණ සහ ධනාත්මක අත්දැකීම් මත පදනම්ව උපදෙස් දෙමින් ප්රධාන කොමසාරිස්තුමා කරුණු අවධාරණය කළේය.
එමෙන්ම, දිස්ත්රික්කවල ඇනහිට ඇති බලපත්ර, නාවිකරන සහ සංගණන ගැටළු පිළිබඳව ද ගැඹුරින් අවධානය යොමු කරමින්, එම විෂය භාර සහකාර ප්රධාන කොමසාරිස් සම්පත් කාරියවසම් මහතා අදහස් දැක්වූ අතර, එම සාකච්ඡාව තුළ ප්රධාන කොමසාරිස්තුමාද තම අදහස් ඉදිරිපත් කළේය. වත්මන් ප්රධාන කොමසාරිස්තුමා ධුරයට පත්ව මාස 6කට වැඩි කාලයක් ගත වී ඇති බැවින්, එම කාලය තුළ දිසා කොමසාරිස්වරුන් සම්බන්ධයෙන් එතුමා ලත් අත්දැකීම්, අධ්යයනයන් සහ නිරීක්ෂණයන් මත පදනම්ව උපදේශනය හා අදහස් හුවමාරුව සිදු විය.
න්යායපත්රයට අනුව සිදු වූ මෙම සම්මන්ත්රණය තුළ, පිළිවෙළින් ජාතික වැඩසටහන් කොමසාරිස්තුමා තම දෙපාර්තමේන්තු විෂය පථය ඔස්සේ සභාවට ආමන්ත්රණය කළේය. ජාත්යන්තර කොමසාරිස් සහ ලබන වසරේ ජනවාරි මස පැවැත්වෙන 11 වැනි ජාතික ජම්බෝරියේ සම සංවිධායක කොමසාරිස්, වෛද්ය අසංක ඒරියාව මහතා 11 වැනි ජාතික ජම්බෝරිය පිළිබඳ සංක්ෂිප්ත තොරතුරු ඉදිරිපත් කරමින් සභාව දැනුවත් කළේය. තවද, මේ වසරේ සැප්තැම්බර් මස ක්රියාත්මක වීමට නියමිත ජාතික මූලස්ථාන සහ දිසා කොමසාරිස්වරුන්ගේ ඉන්දීය චාරිකාව පිළිබඳවත් කරුණු දක්වමින් දැනුම්දීම් සිදු කරන ලදී.
මේ ආකාරයෙන් සියලුම අංශවල සහකාර ප්රධාන කොමසාරිස්වරුන් සහ කොමසාරිස්වරියන් තම විෂය පථයට අදාළව සභාව දැනුවත් කරමින්, තම අංශවල සාර්ථකත්වය වෙනුවෙන් දිස්ත්රික්කවලින් අවශ්ය වන සහාය සහ දායකත්වය පිළිබඳව පැහැදිලි කළහ. වැඩිහිටි සම්මාන ප්රදානය කිරීම පිළිබඳවද මෙහිදී සාකච්ඡා කෙරුණු අතර, ඒ සඳහා මූලිකත්වය ගෙන කටයුතු කරනු ලබන්නේ නියෝජ්ය ප්රධාන කොමසාරිස් කපිල කල්යාණ පෙරේරා මහතාය.
මේ වන විට ශ්රී ලංකා බාලදක්ෂ සංගමය කෙටි කාලයක් තුල ඉතා ඉහල ප්රගතියක් ලබා ඇතිබව පැමිණි සියලුම දෙකාගේ අදහස විය.
