The Seminar was held at the F.G. Stevens Auditorium of Sri Lanka Scout Association Headquarters. The Seminar commenced with the National Anthem followed by Religious Observances, lighting of the oil lamp and Renewal of Scout Promise.
The Welcome address was delivered by the Deputy Chief Commissioner Mr. M.F.S. Muheed who is head of the subject department. He welcomed everyone and explained the purpose of the seminar as a first step to set Disaster Management Team in every scout district. He thanked he Disaster Management Centre for having agreed to conduct the Seminar.
The Deputy Assistant Director lieutenant Commander D.M.R.P. Dhanasekera said that they are happy to work with the scout Association with the network of our scout Districts and that they would support our efforts.
The Chief Commissioner Attorney at Law Mr. Janaprith Fernando in his address explained as to how scouts and scout leaders responded during the Tsunami and flood situations. He said we were able to provide relief during these situations with goods and services.
Headquarters Commissioner Mr. Sanjaya Perera who is in charge of the subject proposed the vote of thanks.
The National Training Commissioner Col. Padmalal Perera, National Program Commissioner Mr Ruwan Ariyaratne, Assistant Chief Commissionerd Mr. Prabath Kularatne, Mr. Srilath de Silva, Miss Chandrani Fernando, Mrs. Renuka Silva and Mr. Amithan Karmegam graced the Opening Ceremony.
The Seminar continued with presentations made by the Deputy Assistant Director of DMC and the coordinating officers of DMC

At the close of the seminar Question and Answer forum took place and all participants took lot of interest and praised the program. Assistant Headquarters Commissioner Mr. S. Maiuran did the Tamil translations. Headquarters Commissioner Group Captain (Dr.) Rajeev Pagoda also participated in the days proceedings. Participation Certificates were issued to all participants
