Scouting was started for Special Needs Children during the period of Mr. Kingsley C Dasanayake,a former District Commissioner of Colombo District Branch of Sri Lanka scout Association at School for the Deaf and School for the Blind at Ratmalana..

Chief Commissioner Mr. Janaprith Fernando is taking steps to get Special Needs Children in the country to take up Scouting as he has been much involved at the Deaf Schools in Ratmalana.

Recently Chief Commissioner initiated a discussion at National Scout Headquarters with the presence of Hon. Member of Parliament Mr. Sugath Wasantha who has been a scout of the Blind School. Deputy Chief Commissioner Mr. M.F. S. Muheed, Former Headquarters Commissioner Mr. Chaminda Wariyapperuma Former Scout Leader of Blind School Scout Group Mr. D.M. Ratnayake and Ms. Nadeesha Gunasekera participated in the discussions.
It was decided to collect data of the special needs schools in the country and train Scout Leaders to form scout groups
